I am currently a board member of TORCH (Texas Organization of Rural and Community Hospitals), a board member of THIE (Texas Hospital Insurance Exchange) and am a member of the Texas Hospital Association’s Rural Constituency Council. I am proud to be associated with these groups and feel that being on the front line of information and policy-making enables me to be a proactive healthcare leader rather than a reactive one. In healthcare we never know what’s around the next corner. We have to be ready to change and adapt quickly in order to be successful. I memorized a quote a long time ago that seems to really fit with healthcare… and life in general: “I can’t change the direction of the wind; but I can adjust my sail to always reach my destination”. As long as we keep checking and adjusting our sail, we will maintain our path to success.
I enjoy fishing, hunting, traveling with my family, and working on our 90-acre piece of land. I love God, my family, my friends, and my job. I believe when we all work together we can accomplish great things. One of my favorite quotes is by the great Earl Campbell: "Lord don't remove my stumbling blocks. Just give me strength."

Welcome to Rankin County Hospital District. I hope you will take some time to explore our website by clicking on the various tabs and buttons to learn more about our services, our staff, our mission, and our vision for the future.
I have been a Registered Nurse for 20 years, every bit of it serving patients in rural communities. My first few years as a nurse were spent at Medical Arts Hospital in my home town of Lamesa, Texas, working as a Charge Nurse in the ER and Med/Surg Departments. I obtained my Bachelor of Science in Nursing from Texas Tech University in 1999 and was promoted to Assistant Director of Nursing at the Preston E. Smith prison unit in Lamesa, at which Medical Arts Hospital Staffed the medical department. In 2002 I moved my family to Fort Stockton, Texas, where I served as the Chief Nursing Officer of Pecos County Memorial Hospital until September, 2010, at which time I was promoted to Chief Executive Officer. Earlier that year I earned my Masters in Business Administration with a focus on healthcare from the University of Phoenix. In September, 2015, I was hired as the Chief Executive Officer here at Rankin County Hospital District. I am very excited about our future and look forward to working together to improve the quality of life for the communities we serve.
I have been married to my wife, Adrienne, for 26 years. She is currently the principal at Alamo Elementary in Fort Stockton and has been an educator for 20 years. My son, Luke, is 24 years old and graduated from Texas Tech University and is currently a software developer in Dallas. My daughter, Lindsey, is 23 years old and will graduate this year as a Registered Nurse. My family is my greatest accomplishment and I am truly blessed.
Kathy Parker
Business Office Manager
Kathy Parker is Rankin County Hospital District’s Business Office Manager. Since her beginning here in September 2015, Ms. Parker has focused her attention on improving the workflow between departments, better collection efforts, and timely billing.
Ms. Parker came to us from Pecos County Memorial Hospital where she was employed for 23 years, of which 14 years were in the capacity of Business Office Manager. Other employment in the healthcare industry include Odessa Medical Center and Sheets Eye Clinic. Ms. Parker attended Odessa College and Texas State University. Ms. Parker is married and has two daughters.
corey owens, bs, m.ed.
Director of Marketing & hUman REsources
Mrs. Corey Owens serves as the Director of Marketing and Community Relations for Rankin County Hospital District. Prior to RCHD, Mrs. Owens was employed with Texas A&M Agri-Life Extension-Upton County as a Family and Consumer Science Agent. Mrs. Owens also spent four years teaching in the public school system, two of which were with Rankin ISD. As a citizen of Rankin and former Secretary of the RCHD Board of Trustees, Corey provides a unique perspective, well-suited for representing RCHD and determining community needs.
After earning her Bachelor of Science in Liberal Studies from Texas Wesleyan University, Corey went on to earn her Master of Education in Guidance and Counseling from Angelo State University. Mrs. Owens is married to a Rankin Native, and has one son who can often be seen about town playing the guitar or the fiddle.
Jennifer Clark
Director of Payroll, Accounts Payable, and
Information Technology

Miss Jennifer Clark has recently made the transition to her new position as Director of Payroll, Accounts Payable, and Information Technology. As a Rankin native and a Red Devil through and through, she is excited to be able to help her community and her hospital with this new position. Having been with RCHD since October 2014, Jennifer has had the opportunity to work in several departments including human resources, medical records, billing, and registration.
Jennifer is currently attending Odessa College to obtain her associates degree, and hopes to also obtain her bachelor’s degree in the very near future.
Jennifer has a large family consisting of her parents, 4 siblings, 2 brother-in-law’s, 4 nieces, and 2 nephews.
If she isn’t at work, you can probably find her chasing her little sister, Maddie, or hanging out with her nieces and nephews. Jennifer enjoys music, books, spending time with friends, and traveling. She hopes to see as much of the world as she can in her lifetime.
